この度、第4回モルックジャパンオープンの一般エントリー（先着方式）の受付において、運営上の不手際により、受付状況の案内と実際の申込可否に齟齬が生じ、結果として先着順受付の公平性を損なう事態となりました。楽しみにしてくださっていた皆様にご迷惑とご不快な思いをおかけしましたことを、深くお詫び申し上げます。

経緯

2月21日の一般エントリー（先着方式）の受付において、運営側が受付状況を誤って判断し、「予定販売枚数終了（完売）」として受付を締め切る告知を行いました。
しかしその後、受付状況の確認・調整作業の過程で、告知のないまま一時的に申込が可能な状態となり、その時間帯に一部の申込が受け付けられました。
このため、「完売」の告知を受けて申込を断念された方がいる一方で、告知後に申込できた方が生じ、先着順受付の前提である公平性が損なわれる結果となりました。

原因

本件は、運営側における以下の問題により発生しました。

1．システム表示の解釈誤り
在庫・予約等の表示に対する理解が不十分であり、完売判断および設定操作に齟齬が生じました。
2．確認作業時の配慮不足
設定操作を行う際、新たな申込が発生する可能性への配慮が十分ではありませんでした。
3．確認体制の不備
複数名による確認・判断体制が整っておらず、誤判断および誤操作を防げませんでした

今後の対応方針

慎重に検討した結果、以下の方針で対応させていただきます。

1．受付済み申込の扱い
告知後の一定時間に申込可能な状態が発生したことは運営側の不手際によるものですが、当該時間帯に申し込まれた方々には何ら落ち度はありません。
したがって、2月21日に受付済みの申込はすべて有効といたします。

2．キャンセル枠等の募集について（抽選方式）
今後発生するキャンセル枠等につきましては、当初の予定通り、公平性を最優先し、事前登録制の抽選方式により募集いたします。3月7日（土）より受付開始予定ですが、準備が整い次第、協会ホームページ等でお知らせいたします。
なお、夜間に申込可能となったエントリー分を考慮して、現状予定していた枠数に加えて、増枠を検討中です。

3．再発防止策
同様の事態を防ぐため、以下を徹底いたします。
・システム仕様の正確な理解と運用ルールの明確化
・操作手順の文書化およびチーム内共有
・複数名による確認・チェック体制の整備

皆様へ

今回の不手際により、販売開始直後にエントリーを試みたものの「完売」の告知により申込を断念された方、受付可能状態の発生を知り得なかった方、そして本件により不信感を抱かれた皆様に、心よりお詫び申し上げます。
「先着順」という方法を掲げながら、その公平性を十分に担保できなかったことは、運営として深く反省すべき点であると認識しております。
一般社団法人日本モルック協会として本件を重く受け止め、誠実な対応および再発防止に努め、信頼回復に取り組んでまいります。

Regarding the Issues in the Entry Registration Process for The 4th Mölkky Japan Open

We sincerely apologize for the operational shortcomings that occurred during the entry registration process for The 4th Mölkky Japan Open. Due to these errors, a discrepancy arose between the registration status announcements and the actual availability of entries, resulting in a situation that compromised the fairness of the first-come, first-served registration process. We deeply regret the inconvenience and frustration caused to everyone who was looking forward to participating.

Background

During the general first-come, first-served entry registration held on February 21, the organizers mistakenly determined that the planned entry capacity had been reached and announced that registration was closed (“Sold Out”).

However, during subsequent confirmation and adjustment procedures, the registration system temporarily allowed new entries without prior notice. As a result, a limited number of additional registrations were accepted during that period.

Consequently, while some participants refrained from registering based on the “Sold Out” announcement, others were able to submit entries afterward, leading to an outcome that undermined the fairness of the first-come, first-served process.

Cause

This issue was caused by the following operational problems:

1.Misinterpretation of System Display Information
Insufficient understanding of inventory and reservation indicators led to errors in determining registration closure and system configuration.
2.Insufficient Consideration During Confirmation Procedures
When system settings were adjusted, the possibility of new registrations occurring during that process was not adequately anticipated.
3.Inadequate Verification Structure
The absence of a multi-person verification and decision-making process prevented the detection and prevention of misjudgments and operational errors.

Response Policy

After careful consideration, we have decided on the following measures:

1.Validity of Accepted Registrations
Although the temporary reopening of registration resulted from operational errors, applicants who registered during that period bear no responsibility. Accordingly, all registrations accepted on February 21 will remain valid.

2.Allocation of Cancellation Slots (Lottery System)
Regarding any slots that may become available due to cancellations, we will proceed as originally planned by prioritizing fairness and conducting a pre-registration lottery system. Registration is scheduled to begin on Saturday, March 7, and further details will be announced on the Association’s official website once preparations are complete.
In addition, taking into account the entries that became available for registration during the unintended period, we are currently considering increasing the number of available slots beyond the initially planned capacity.

3.Preventive Measures
To prevent recurrence, we will implement the following actions:
Establishment of a multi-person verification and approval process
Accurate review and understanding of system specifications and operational rules
Documentation and internal sharing of procedures

To All Participants

We extend our sincere apologies to everyone affected by this matter, including those who attempted to register immediately after registration opened but were unable to proceed due to the “Sold Out” announcement, as well as those who were unaware of the temporary registration availability.
We recognize that failing to ensure fairness in a first-come, first-served registration process is a serious matter and deeply regret the loss of trust this situation may have caused.
